LIN Shanqing was born in 1963. Bachelor of laws of Shandong University, China.

In July 1985, Lin worked in the NCS of State Oceanic Administration.

In May 2000, Lin was the Director of North Sea Testing Center of State Oceanic Administration.

In October 2000, Lin was appointed as the Deputy Director General of Department of the Ocean Environment Protection, State Oceanic Administration.

In September 2008, Lin took the position of the Director General Department of Ocean Forecasting and Disaster Reduction, State Oceanic Administration.

In November 2012, he was the Deputy Mayor of the Beihai municipality, Guangxi Zhuang Autonomous Region.

In March 2015, he was the Mayor of Beihai municipality, Guangxi Zhuang Autonomous Region.

In August 2016, Lin was appointed as the Vice Administrator of the State Oceanic Administration.

Since August 2018, Lin began to serve as the Vice Administrator of the National Energy Administration of the People’s Republic of China.
